Freddie and Fannie Foreclosure Starts Double Loan Mods

This is an interesting article based on date from the FHFA (Federal Housing Finance Agency). It appears that foreclosure starts have doubled the number of successful loan modifications. Surprise, surprise. It is very interseting to note that it states that although Obama has been putting pressure on Fannie and Freddie to write down loans, they remain reluctant to do so. Is it just me or is something VERY wrong with this picture?
